You scuff up existing paint for two reasons. First, you want to get rid of any oil, grease or dirt trapped in the top layer of paint. This is the stuff that cleaners and degreasers can't get off. The second reason to scuff is to set up a physical bond for the new primer and paint to adhere to. You want to give the old paint some tooth so the new sticks better.
Remember, you will need to clean the airless in that same fashion before you return the airless back to the rental company.
There are two bases of paint for your house: solvent-based (oil or alkyd) and water-based (latex). Oil-based paints dry slow - usually taking up to 24 hours. The best clean up for an oil-based paint is turpentine or paint thinner. Latex paints' advantage is that it dries relatively fast, but it is not desirable in hot weather or direct sunshine. In 1768, the Townshend Acts were enacted in the Thirteen Colonies putting tariffs on a variety of common items that were manufactured in Britain and imported in the colonies. Colonists objected that the Acts were a violation of the natural, charter, and constitutional rights of British subjects in the colonies. The Massachusetts House of Representatives began a campaign against the Acts by sending a petition to King George III asking for the repeal of the Townshend Revenue Act. The House also sent the Massachusetts Circular Letter to other colonial assemblies, asking them to join the resistance movement, and called for a boycott of merchants importing the affected goods.
